The technical and financial proposal is the equivalent of an assessment and will include the following elements: the understanding you have of the need, the means you are going to implement for the realization of the mission, as well as the milestone breakdown of your intervention (including time and budget dimensions). It will be part of the contractual package of your mission, completed by the Terms of Service, and the expression of the need. The financial proposal is only written in the case of a freelance mission and does not concern the recruitment of a permanent employee.
